How to Read a Broadband Consumer Label
The FCC's broadband label is built to answer four questions a plan name never will: what you pay after the promo, what speed you typically get at peak hours, whether data is capped, and which fees sit on top of the advertised rate.

A broadband consumer label is useful only if you read four fields that marketing copy routinely hides: the price after any introductory rate expires, the typical download and upload speeds (not the advertised maximum), the data allowance and what happens when you exceed it, and the extra monthly and one-time fees. The label still cannot predict Wi-Fi performance inside your walls, because that is a radio problem in the home, not a network-speed number at the modem.

Home internet ads are built around two numbers that are easy to print and hard to live with: an 'up to' speed, and a monthly price that often lasts twelve months. The FCC's broadband consumer label exists because Congress decided those two numbers were not enough. Since 2024, every standalone mass-market broadband plan sold in the United States has had to carry a standardized disclosure, modeled on a nutrition label, listing the price, whether that price is introductory, typical download and upload speeds, typical latency, the data allowance, and the extra fees.
The label is only as useful as the fields you actually compare. Read the typical speeds instead of the plan name, the post-promo price instead of the teaser rate, and the fee stack instead of the base monthly number. Then remember the one thing the label is honest about not covering: once the signal leaves the modem, your own Wi-Fi, walls, and device count take over.
The requirement is not a courtesy from providers. Section 60504 of the Infrastructure Investment and Jobs Act directed the FCC to require broadband consumer labels, pointing back to a 2016 format the Commission had previously treated as a voluntary safe harbor. The 2022 Broadband Label Order made that format mandatory. Most providers had to display labels at the point of sale by April 10, 2024; providers with 100,000 or fewer subscriber lines had until October 10, 2024. Point of sale, in the FCC's rules, includes a provider's website, a retail store, and a sales call.
On July 22, 2026, the Commission adopted a Report and Order (FCC 26-48) that keeps the label and changes how it is shown. Providers may use a clearly identified icon or hyperlink at the point of sale instead of placing the full label next to the ad. Pass-through fees may be shown as an 'up to' maximum or a jurisdiction-specific total instead of a full itemized list. Phone representatives may summarize key fields conversationally instead of reading the label aloud. Machine-readable spreadsheet files and a two-year archive of retired plans are no longer required. As of August 2026 those substantive changes still await Office of Management and Budget review under the Paperwork Reduction Act; until the FCC announces an effective date, the 2022 display rules are what most shoppers still see. Either way, the shopping job is the same: find the label, then read the fields below.

A broadband label contains more than this, including customer-support contacts and links to network-management and privacy policies. These six fields are the ones that change which plan you should buy.

Monthly price, plus introductory rate
Base rate before extra fees. If it is a promo, the label must state how long it lasts and what the price becomes afterward.

Typical download speed
Peak-hour download performance the provider is disclosing, in Mbps or Gbps. Use this, not the plan name, when you compare two offers.

Typical upload speed
The number video calls, cloud backups, and security cameras actually share. Two 'gig' plans can differ by an order of magnitude on upload.

Typical latency
Round-trip delay in milliseconds. Lower is better for calls, games, and live video. Fiber is usually low; geostationary satellite is not.

Data included
Monthly allowance, or unlimited. If there is a cap, the label must say what happens after: overage fees, throttling, or both.

Provider monthly fees (modem rental, 'security' add-ons), one-time installation or activation charges, contract length, and any early-termination fee.
Start with price, because that is where the label earns its nutrition-label comparison. The FCC glossary defines monthly price as the cost of the plan before additional charges such as modem rentals and taxes. If that number is an introductory rate, the label has to include either the number of months it lasts or the end date, and the monthly price that follows. A plan advertised at $49.99 that becomes $79.99 in month 13 is not a $50 plan. Budget the second number, then decide whether twelve months of savings is worth the hassle of switching later.
Then add the fee stack. Provider monthly fees are recurring add-ons the company itself charges: a rented gateway, a 'whole-home Wi-Fi' rental, wired-security insurance. Pass-through fees are government or third-party charges the provider chooses to put on your bill, such as universal-service or regulatory fees. One-time fees are installation, activation, or equipment purchase. Some providers fold taxes and fees into an all-inclusive monthly price; if they do, those lines will not be broken out. If they do not, you have to add them yourself before you compare two plans. Under the July 2026 order, once it takes effect, a provider may replace a long itemized list of location-varying pass-through fees with an 'up to' maximum or a local total, still split into government-imposed and third-party categories with a link explaining the types. That is easier to read and worse for line-by-line comparison. Either format still beats trusting the headline rate.

Speed is the field people think they already understand, and the one the label is most careful about. The FCC requires typical download speed and typical upload speed, and it is explicit that those figures 'are not always the same as the advertised speed and may not be the speed a customer sees when they run a speed test on their phone or other device.' Once the service hits a modem and a router, the number of devices in the home changes what any one of them receives. That is why a wired speed test, at peak evening hours, is the fair comparison against the label, and a phone-on-Wi-Fi test in the far bedroom is not.
Upload is the number households with video calls, cloud photo backups, or several security cameras actually share, and it is the number cable and fixed-wireless ads have historically been happiest to bury. Two plans that both say '1 Gig' on the download side can differ by a factor of ten on upload. If more than one person works from home, read the upload line first.
Typical latency is the delay, in milliseconds, for data to travel to a distant endpoint and back. The FCC notes that some latency is unavoidable because of distance, and that high latency makes real-time uses (a telehealth visit, a conversation in American Sign Language, an online game) noticeably worse. Fiber and cable usually land in a range that feels instant. Geostationary satellite does not, because the signal is taking a trip to orbit. Low-Earth-orbit satellite is a different product with different latency, and it still belongs on its own label.

Data included with the monthly price is the cap, when there is one, usually in gigabytes or terabytes. If the plan has a limit, the provider must disclose the charge or the slowdown that follows, often as a cost per extra gigabyte, and may link to a fuller policy. 'Unlimited' on a label is only as good as the network-management policy sitting behind the link at the bottom. That policy is where blocking, throttling, and paid prioritization have to be described. Throttling after a soft cap is still a data policy, even when the plan name says unlimited.
Two more links sit on every label: network management and privacy. Network management is how the provider treats traffic on its own network. Privacy is the company's policy for the information it collects about your service. Neither link is a substitute for reading the speed and price lines, but both are the right place to look if you care whether a streaming service is treated differently from the rest of the internet, or what the ISP says it does with browsing information.

If a provider is not showing a label, or the numbers on it do not match the bill, the FCC's Consumer Complaint Center is the filing path the Commission itself points to. Inaccuracy is a rules issue; a slow Wi-Fi bedroom is usually not. Keep a wired peak-hour test, the label, and the bill if you are going to argue about typical speed.
The label is a shopping document, not a coverage map and not a Wi-Fi design guide. Used that way, it does the job Congress asked for: it puts the post-promo price, the typical speeds, the cap, and the fees in the same format across providers, so a plan name has to compete with the actual offer.

Why doesn't my phone speed test match the typical download on the label?
The FCC says typical speeds are not always the advertised speed and may not match a test run on a phone. A phone test is usually measuring Wi-Fi, not the plan. Connect a computer by Ethernet to the modem or gateway, test in the evening, and compare that result to the label.

Do I still have to look at a full nutrition-style box next to every ad?
Under the 2022 rules, yes: the full label, not just a link, had to sit near the plan. The July 2026 order lets providers use a clearly identified icon or hyperlink instead, once that order takes effect. Click through. The fields inside are still the comparison.

What happened to the Affordable Connectivity Program line on the label?
The ACP benefit's last fully funded month was April 2024. The FCC removed the requirement to show ACP participation, and the July 2026 order confirms that outdated program information stays off the label.
